101 <br /> ORANGE COUNTY <br /> A-W- <br /> Department of Environment, <br /> Agriculture,Parks&Recreation <br /> MEMORANDUM <br /> To: Ashley Moncado,Planner III, Planning and Inspections Department <br /> From: Peter Sandbeck, Cultural Resources Coordinator, DEAPR <br /> Date: October 20,2023 <br /> Re: MA23-0003 The Treeist Conditional Rezoning Application <br /> Thank you for providing the Agricultural Preservation Board(APB)with the opportunity to review and <br /> comment on the proposal from Acer LLC to rezone 10.01 acres(PIN 9871503254) from the RB,Rural <br /> Buffer zoning district to ASE-CD,Agricultural Support Enterprises Conditional District for agricultural <br /> services uses. These comments are being provided according to the provisions of Section 2.8.5 of the <br /> Orange County Unified Development Ordinance, which stipulates that the application shall be provided to <br /> the Agricultural Preservation Board for review and comment. <br /> Summaty ofAPB Comments: <br /> Vehicle activity: the application should accurately reflect a realistic estimate of the proposed vehicle <br /> activity,both for crew members individually going to and from work, and for the truck traffic,both crew <br /> trucks and timber carrying trucks. <br /> Site plantings: members felt that it was going to be important to have adequate site plantings to properly <br /> screen the somewhat industrial nature of this operation. <br /> Tree service: members wanted to be sure that a tree service operation qualifies under the general <br /> defmition of agriculture,and thus that this does not set a precedent for any future such applications. <br /> Mulch and chip production: members felt that this was a positive aspect, as this appears to be a byproduct <br /> of this business and that there is a good market for these byproducts and that seems to fall into the <br /> category of an agricultural enterprise. <br /> In summary,APB members were generally comfortable with the application and didn't offer any other <br /> concerns. They expressed general agreement that this appears to be a viable use for this particular parcel, <br /> given the uses and ownership of the adjoining parcels. <br /> Please contact me if you have any questions at 245-2517. <br />
