<br />The conclusion from nearly all of these occasions is that: <br />• Orange County is not adequately prepared from an emergency debris management <br />perspective <br />• That developing alternatives to potential illegal dumping or burning is desirable <br />• That current Orange County Landfill tipping fee rates are prohibitive, given the weight of <br />large quantities of these materials generated <br />• That these type materials are highly recyclable, markets are available, and landfilling should <br />be discouraged <br />• That a local, economical, lawful, and environmentally safe alternative is preferable <br />Therefore, consistent with the above, staff strongly recommends serious consideration of a long- <br />term solution for managing storm, landclearing and inert debris (LCID) by developing a <br />permanent landclearing and inert debris recycling facility. This facility could: <br />• be open to all county citizens and businesses on a permanent basis <br />• be available for' handling storm debris generated within the County from any weather event <br />• be economically competitive (even with other non-local and/or unlawful options) <br />• not include disposal of'these materials <br />• process these materials into reusable and marketable commodities <br />• provide a legitimate alternative to illegal disposal, burning, or long hauling of these materials <br />• a potential location f'or a future composting operation <br />Previous recommendations and recent discussion regarding such a County-owned operated LCID <br />recycling facility have involved the concept of developing two or more such sites.. In evaluating <br />potential locations (sites) for such a facility(s) we would consider several factors to be of <br />significance: <br />• size -depends on shape, topographic features (grade/srteams/etc..), surrounding neighborhood <br />(residents, neighborhood character, etc.) -desirable size would bet 60 acres, with perhaps <br />half of that being the usable footprint <br />• access -suitability of'roadway to handle larger rtucks, safety, convenience and ease of <br />getting to <br />• purchase price <br />• state regulatory siting criteria <br />• available space for maximizing buffer area to neighboring properties <br />Staff' is prepared to discuss and/or conduct additional analysis regarding this matter <br />
