1 <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> ACTION AGENDA ITEM ABSTRACT <br /> Meeting Date: March 19, 2024 <br /> Action Agenda <br /> Item No. 8-h <br /> SUBJECT: Contract for Solid Waste Drainage Repairs <br /> DEPARTMENT: Solid Waste <br /> ATTACHMENT(S): INFORMATION CONTACT: <br /> Contract Robert Williams, 919-918-4904 <br /> PURPOSE: To approve and authorize the County Manager to sign a contract with Moffat Pipe, Inc. <br /> to address drainage issues at 1) the Walnut Grove Waste and Recycling Center and 2) the recycling <br /> material loading area on the Orange County Solid Waste Landfill/Disposal site on Eubanks Road. <br /> BACKGROUND: For the last several years, a portion of the gravel area at the Walnut Grove <br /> Waste and Recycling Center has been experiencing standing water and erosion issues. Staff <br /> have regraded and re-graveled the impacted areas multiple times in an attempt to correct the <br /> issue with minimal success. At the Landfill/Disposal facility recycling material loading area, similar <br /> standing water and erosion issues are present that are negatively affecting operations. Staff has <br /> also attempted to correct this issue multiple times with minimal success. Solid Waste staff <br /> consulted a contracted engineering firm to assess the issue and offer recommendations. <br /> Pursuant to those recommendations, on behalf of Solid Waste, Orange County issued a Request <br /> for Proposals (RFP) on December 7, 2023, seeking proposals to address the drainage issues at <br /> the recycling material loading area on the Orange County Solid Waste Landfill/Disposal site on <br /> Eubanks Road and at the Walnut Grove Church Rd. Waste and Recycling Center. Six (6) firms <br /> responded to the request and three (3)of the proposals were deemed responsive. After tabulation <br /> and review, Solid Waste staff recommend the project be awarded to Moffat Pipe, Inc., the lowest, <br /> responsive, responsible bidder. <br /> FINANCIAL IMPACT: The financial impact of completing both projects is $341,995. Addressing <br /> the erosion issues at the Landfill/Disposal Center is estimated at $179,430 and to address the <br /> issues at the Walnut Grove Waste and Recycling Center is estimated at $162,565. As a result of <br /> lowered costs for recycling processing and lowered expenditures for engineering projects and <br /> food waste collection, the funds are available within the current Solid Waste Operations budget. <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated <br /> with this item. <br />
