She said that Orange <br /> County has not historically focused on economic development, meaning property owners bear <br /> the brunt of tax rate increases. <br /> Charline Kirongozi asked if it was captured in the second objective, "Review and revise <br /> County policies and regulations to support business investment in Orange County." <br />
