Calvin Horton, Chapel Hill Town Manager <br />Steven Stewart, Carrboro Town Manager <br />DATE: March 29, 2004 <br />SUBJECT: March 29, 2004 Joint Planning Area Public Hearing: Proposed <br />Amendment to the Joint Planning Agreement <br />The purpose of this item is to receive public comment on a proposal to amend Exhibit A <br />of the Joint Planning Agreement, the Joint Planning Area Land Use Map, <br />Background <br />Exhibit A of the Joint Planning Agreement (Joint Planning Area Land Use Map) depicts <br />the areas described in the agreement, notably the Rural Buffer and Chapel Hill and <br />Carrboro Transition Areas. Amendments by the Town of Chapel Hill to its <br />Comprehensive Plan in May 2000, and more recently, inclusion of the Water and Sewer <br />Management, Planning and Boundary Agreement into the .loint Planning Agreement in <br />2002 have resulted in a retraction of the area originally proposed to receive public water <br />and sewer service, i.e„ the Urban Services Area. <br />The area affected by these changes is known as the Chapel Hill Southern Transition <br />Area. It is bounded to the south by Chatham County, US 15/501 to the west, the <br />Chapel Hill Extraterritorial Jurisdiction (ET.)) to the north, and Old Lystra Road to the <br />east. <br />Orange County-Chapel Hill-Carrboro Joint Planning is premised on two types of areas <br />adjacent to the existing incorporated areas and ETJs: Transition Areas and Rural <br />Buffer. <br />Section 1,2.H of the Joint Planning Agreement defines Transition Area as being: <br />That portion of the Joint Planning Area designated on the .loint Planning Area <br />Land Use Map as such.
