Even <br />though this proposal does not directly affect your property, this notice is part of our <br />process. This area, bounded by Chatham County to the south, US 15-501 to the west, <br />the Chapel Hill Extra-territorial Jurisdiction (ETJ) to the north, and Old Lystra Road to <br />the east is known as the Chapel Hili Joint Planning Southern Transition Area ('Chapel <br />Hill Transition' on the attached map) according to the 1987 Joint Planning Area Land <br />Use Plan. <br />Background <br />Through the terms of a Joint Planning Agreement, the above area is jointly planned by <br />Orange County, Chapel Hill, and Garrbora and currently zoned by Chapel Hill. Recent <br />changes by the Town of Chapel Hill to areas originally proposed for future public water <br />and sewer service, but now not included in an Urban Services Area have resulted in a <br />proposal to change the designation of the area to Orange County Rural Buffer zoning. <br />Rural Buffer is defined as being glow-density area consisting of single-family <br />homes situated on large lots having a minimum size of two (2) acres. Though <br />adjacent to an urban or transition area, the Rural Buffer is rural in character and <br />will remain rural, contain low-density residential uses and not require urban <br />services, but instead is intended to be serviced by private well and sewage <br />systems. Rural Buffer is both a land use plan designation and zoning <br />classification. <br />Proposed Changes <br />To effect the change from Transition to Rural Buffer, the following amendments are <br />proposed: <br />1, Joint Planning Agreement -Change the designation of the Chapel Hili Southern <br />Transition Area to Orange County Rural Buffer. <br />2. Joint Planning Area Land Use Plan -Change the designation of the Chapel Hill <br />Southern Transition Area to Orange County Rural Buffer. <br />3. Orange County Zoning Atlas -Rezone the area from Chapel Hill R-LD- 1 zoning <br />to Orange County Rural Buffer (RB) zoning. <br />
