Even though this proposal <br />does not directly affect your property, this notice is part of our process. This area, <br />bounded by Chatham County to the south, US 15-501 to the west, the Chapel Hill Extra- <br />territorial Jurisdiction (ET.1) to the north, and Old Lystra Road to the east is known as <br />the Chapel Hill Joint Planning Southern Transition Area (`Chapel Hill Transition' on the <br />attached map) according to the 1987 .Joint Planning Area Land Use Plan. <br />Background <br />Through the terms of a Joint Planning Agreement, the above area is jointly planned by <br />Orange County, Chapel bill, and Carrboro and currently zoned by Chapel Hill. Recent <br />changes by the Town of Chapel Hill to areas originally proposed for future public water <br />and sewer service, but now not included in an Urban Services Area have resulted in a <br />proposal to change the designation of the area to Orange County Rural Buffer zoning, <br />Rural Buffer is defined as being glow-density area consisting ofsingle-family <br />homes situated an large lots having a minimum size of two (2) acres. Though <br />adjacent to an urban or transition area, the Rural Buffer is rural in character and <br />will remain rural, contain low-density residential uses and not require urban <br />services, but instead is intended tc be serviced by private well and sewage <br />systems. Rural Buffer is both a land use plan designation and zoning <br />classification. - <br />Proposed Chan es <br />To effect the change from Transition to Rural Buffer, the following amendments are <br />proposed: <br />1. Joint Planning Agreement -Change the designation of the Chapel Hill Southern <br />Transiticn Area to Orange County Rural Buffer. <br />2. Joint Planning Area Land Use Pian -Change the designation of the Chapel Hill <br />Southern Transition Area to Orange County Rural Buffer. <br />3. Orange County Zoning Atlas -Rezone the area from Chapel Hill R-LD- 1 zoning <br />to Orange County Rural Buffer (RB) zoning, <br />
