This area, bounded by <br />Chatham County to the south, US 15-501 to the west, the Chapel Hill Extra_territorial <br />Jurisdiction (ETJ) to the north, and Old ~ystra Road to the east is known as the Chapel <br />Hill Joint Planning Southern Transition Area ('Chapel Hill Transition' on the attached <br />map) according to the 1987 Joint Planning Area Land Use Plari, <br />Background <br />Since the mid 1980's, this area has been part of the Orange Gounty -Chapel Hill - <br />Carrboro Joint Planning Area, A three-party agreement and jointly prepared and <br />adopted land use plan establish land use policy for the area. Outside the town limits <br />and ETJ, the agreement and plan define two areas: Transition and Rural Buffer, <br />Transition Areas are in transition from rural to urban or already urban in density. <br />Urban services (public utilities and other town services) are now provided to <br />these areas or are projected to be provided in the future, Town zoning was <br />applied in the Transition Areas as the final step in the Joint Planning process, <br />Rural Buffer is defined as being glow-density area consisting of single-family <br />homes situated on large lots having a minimum size of two (2) acres, Though <br />adjacent to an urban or transition area, the Rural Buffer is rural in character and <br />will remain rural, contain low-density residential uses and not require urban <br />services, but instead is intended to be serviced by private well and sewage <br />systems, Rural Buffer is both a land use plan designation and zoning <br />classification, <br />Recent amendments by the Town of Chapel Hill to its comprehensive plan have <br />resulted in the Chapel Hill Southern Joint Planning Transition Area being removed from <br />the Urban Services Area - an area originally proposed for future public water and sewer <br />service. As is the case with current development, future residential development will <br />rely on private well and sewage systems resulting in a low density, rural residential <br />pattern for the area. <br />
