The area in question is known as <br />the Chapel Hill Southern Transition Area. It is bounded to the south by Chatham County, US <br />15/501 to the west, the Chapel Hill Extraterritorial Jurisdiction (ETJ) to the north, and Old Lystra <br />Road to the east. <br />Orange County-Chapel Hill-Carrboro Joint Planning is premised on two types of areas adjacent to <br />the existing incorporated areas and ETJs: Transition Areas and Rural Buffer, <br />Section 1.2,H of the Joint Planning Agreement defines Transition Area as being: <br />That portion of the ./Dint Planning Area designated on the Joint Planning Area Land Use <br />Map as such.
