JOINT PLANNING AGREEMENT <br />i. Amend Exhibit A (Joint Planning Land Use Map} to change the designation of the <br />Chapel Hill Southern Transition Area to Rural Buffer. <br />Purpose: The May 2000 Chapel HIII Comprehensive Pian and recently ado fed Water and Sewer Management Planning <br />and Boundary Agreement removed the Southern Transition Area from the Urban Services Area. Existing low-tlensity <br />development patterns and the lack of future water and sewer extension are compatible with the designation of Rural <br />Buffer which curzently bounds the area to the east, <br />This amendment requires the approval of the Orange County Commissioners, Chapel HIII Town Council, and Canboro <br />Board of Aldermen. <br />B. JOINT PLANNING AREA LAND USE PLAN (TEXT AND MAP) <br />i. Make the following amendments to the text of the Joint Planning Area Land <br />Use Plan: <br />a. Page 3: Amend map to change the designation of the Chapel HIII Southern Transition Area to Rural <br />Buffer. <br />b. Page 60: Under "Suburban Residential Areas. remove amendment date and paragraph which <br />addresses lower residential densities [esuidng from tfie Southern Smaii Area Pian for certain areas ~in <br />the Southern Triangle. <br />c. Page 72: Under "Suburban Residential Areas. remove amendment date and paragraph which <br />addresses lower resideritiai densities resulting from the Southern Small Area Plan for certain areas in <br />the Southern Triangle. <br />d. Page 78-c: Remove Southern Small Area Plan Map. <br />u oseā¢ The May 2000 Chapel Hill Comprehensive Pian and recently ado~fed Water and Sewer Management Planning <br />and'Boundary Agreement removed the Southern Transition Area from the Urban Services Area, Existing low-density <br />development patterns and the lack of future water and sewer extension are compatible with the designation of Rural <br />Buffer which cunenily bounds the area to the east. Densities specified in the Southern Small Area Plan (one unit per <br />' acre for areas east of US 15/501 and one unit per five acres for areas west of Old Lystra Road) differ from the Ruml <br />Buffer specification of single-family homes situated on large lots having a minimum size of two acres. <br />2. Amend the Joint Planning Land Use Plan Map to change the designation of the Chapel Hiil Southern <br />Transition Area tb Rural Buffer. <br />Purpose: The May 2000 Chapel HIII Comprehensive Plan and recently adopfed Water and Sewer Management Planning <br />and Boundary Agreement removed the Southern Transition Area from the Urban Services Area. ORANGE COUNTY~ZONING ATLAS <br />i. Amend the Orange County Zoning AUas for the area currently designated Chapel Hill Southern <br />Transition Area and proposed for the Rural Buffer land use category from Chapel Hill R-LD-1 zoning to <br />Orange County Rural Buffer (RB) zoning. <br />Purpose: Changing the Joint Planning Area Land Use Plan designation of the Chapel HIII Southern Tmns(tlon Area to <br />Rural Duffer requires a subsequent change in zoning to ensure plan/ordinance consistency and recognize the shift from <br />Chapel Hill to Orange Gounty zoning jurisdiction. <br />This amendment requires the approval of the Orange County Commissioners, <br />D: NON-PUBLIC NEARING ITEMS <br />1. Agricultural Business Options/Rural Enterprises , <br />Pose: To receive a bde6 report on a proposal to allow a greater range of agrlculturai enterprises in the rural areas, <br />focusing on uses that offer farmers supplemental revenue from agricultural products, businesses that are logical exten- <br />sions of fans uses, and services related to farming, Although this is a countywide planning jurisdiction initiative, the <br />report will focus on the Rural Buffer portion of the Joint Planning Area.. <br />This item Is informational only and rip action by the three governing boards is needed, <br />2. 7ivin Creeks (Moniese Nomp) <br />u ose: In December 2003, the Board of IIouniy Commissioners received the report of the Chapel HIII Township Park <br />and Educational Campus Master Plan Work Group and renamed the 193-acre site Twin Creeks (Moniese Nomp - Tutelo- <br />Saponf for Twin Creeks).
