ORANGE COUNTY BOARD OF COMMISSIONERS <br />CHAPEL HILL TOWN COUNCIL <br />CARRBORO BOARD OF ALDERMEN <br />JOINT PLANNING AREA PUBLIC HEARING AGENDA ITEM ABSTRACT <br />Meeting Date: March 29, 2004 <br />Action Agenda <br />Item No. C.3. <br />SUBJECT: Orange County Zoning Atlas -Proposed Rezoning of Chapel Hill Southern <br />Transition Area ___ <br />~~'S <br />DEPARTMENT: Planning and Inspections Pt1BLIC BEARING: (YIN) YES <br />ATTACHMENT(S): <br />Planning Staff Memorandum & Ordinance <br />Maps <br />Certification of Mailing <br />INFORMATION CONTACT: <br />Craig Benedict, Planning Director, ext 2592 <br />Gene Bell, Planner III, ext 2589 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To receive public comment on a proposal to amend the Orange County Zoning <br />Atlas to rezone from Chapel Hill R-LD-1 zoning to Orange County Rural Buffer (RB) zoning, the <br />area currently designated Chapel Hill Southern Transition Area. <br />BACKGROUND: Amendments by the Town of Chapel Hill to its Comprehensive Plan in May <br />2000, and more recently, incorporating the Water and Sewer Management, Planning and <br />Boundary Agreement into the Joint Planning Agreement in 2002 have resulted in a retraction of <br />the area originally proposed to receive public water and sewer service, i.e., the Urban Services <br />Area, <br />The area affected by these changes is known as the Chapel Hill Southern Transition Area, It is <br />bounded to the south by Chatham County, US 15/501 to the west, the Chapel Hill Extraterritorial <br />Jurisdiction (ETJ) to the north, and Old Lystra Road to the east, It is triangular in shape and <br />contains approximately 209 acres, The area contains 46 single-family dwellings (about one-third <br />of which are manufactured housing) mostly along, or accessible from, Old Lystra Road, <br />A concurrent Joint Planning Area Land Use Plan amendment (If approved) will change the land <br />use designation of this area from Transition to Rural Buffer, As per the terms of the Orange <br />County-Chapel Hill-Carrboro Joint Planning Agreement, Transition Areas are zoned by Chapel <br />Hill and Carrboro for their respective Transition Areas, Chapel Hill R-LD1 zoning was approved <br />for the Chapel Hill Southern Transition Area in 1993 following adoption of the Southern Small <br />Area Plan, Changing the Land Use Plan designation of the area to Rural Buffer entails a shift <br />to Orange County zoning -Rural Buffer zoning in this case.. <br />G:\Comprchensivc Planning Div\GENE\?004 Public HcaringsVdar ?91PAUiB RezoningU2B Rezoning Abs doe <br />
