M(~A ° ~. <br />li 3 <br />areas are identified in the JPA Land Use Plan as resource conservation areas. This <br />indicates the need for additional scrutiny in the development review process generally <br />resulting in increased huffers and setbacks, <br />University Lake Watershed <br />Principle: University lake water supply watershed should be developed in a manner <br />which will protect the quality of the water supply, Very low density residential, low <br />intensity commercial and agricultural land uses are appropriate in this area, The <br />University Lake Watershed Area should be protected for reasons of water quality; <br />developments should occur only at low densities, and water and sewer lines should not <br />be extended into this watershed.. <br />Staff Comment: This principle is not applicable to the proposed amendment as the <br />area lies immediately east of the University Lake Watershed ridgeline. <br />Higher Intensity UseslTransition Areas <br />Principle: The more intensive land uses are most appropriately located within the <br />towns and then within the areas adjacent to the Towns likely to become urban. A <br />transition area should be designated, between existing developed areas and the rural <br />buffer, as a target area for new development to occur. <br />Staff Comment: The proposed amendment is generally supportive of this principle in <br />that it recognizes that an area originally proposed for urban densities will not develop in <br />this fashion due to a policy change regarding infrastructure. Existing residential <br />development in the Chapel Hill Southern Transition Area is compatible with the Rural <br />Buffer area to the east and changing the designation of the area to Rural Buffer will <br />maintain this scale of development. Portions of the Chapel Hill ETJ to the north, lying <br />outside the Urban Services Area and zoned Chapel Hill R-LD1, provide an intermediate <br />density between this area and the higher densities of the Southern Village area, <br />Rural Areas <br />Principle: The rural residential and agricultural character of the Township outside the <br />Towns and adjacent transition areas should be maintained. Rural lands currently <br />existing between the Chapel HiIllCarrboro urban area and Hillsborough (rural buffer) <br />should be preserved, <br />Staff Comment: The proposed amendment is supportive of the principle.
