~x2 <br />Section 1.2.H of the Joint Planning Agreement defines Transition Area as being: <br />That portion of the Joint Planning Area designated on the Joint Planning Area <br />Land Use Map as such. This area is further defined as being in transition from <br />rural fo urban or already urban in density. Urban services (public utilities and <br />other town services) are now provided to this area or are projected to be <br />provided to this area. <br />Rural Buffer is defined as follows in section 1 2.G as being: <br />That portion of the Joint Planning Area designated on the Joint Planning Area <br />Land Use Map as such and designated in the Joint Planning Area Land Use <br />Plan as Rural Residential, Agricultural, Public/Private Open Space, Resource <br />Conservation, Extractive/Disposal Use and the overlay district designated <br />University Lake Watershed Area. This area is further defined as being alow- <br />densify area consisting of single-family homes situated on large lots having a <br />minimum size of two (2) acres. The Rural Buffer is further defined as land which, <br />although adjacent to an Urban or Transition area, is rural in character and which <br />will remain rural, contain low-density residential uses and not require urban <br />services (public utilities and other town services). <br />Proposed Amendments to Joint Planning Area Land Use Plan and Map <br />1. Make the following amendments to the Joint Planning Area Land lJse Plan: <br />a. Page 3: Amend map to change the designation of the Chapel Hill Southern <br />Transition Area to Rural Buffer. <br />b. Page 60: Under *Suburban Residential Areas, remove amendment date and <br />paragraph which addresses lower residential densities resulting from the <br />Southern Small Area Plan for certain areas in the Southern Triangle. <br />c. Page 72: Under *Suburban Residential Areas, remove amendment date and <br />paragraph which addresses lower residential densities resulting from the <br />Southern Small Area Plan for certain areas in the Southern Triangle. <br />d. Page 78-c: Remove Southern Small Area Plan Map. <br />(Note: Items b, c, and d refer to the Southern Small Area Plan, adopted as an <br />amendment to the Joint Planning Area Land lJse Plan in 1993. The Southern Small <br />Area Plan recommended that residential densities for the Chapel Hill Southern <br />Transition Area be changed from one to five units per acre to one unit per acre for areas <br />immediately east of US 15-501 and one unit per five acres for areas immediately west of <br />Old Lystra Road; the SSAP did not recommend removing the area from that ultimately <br />to receive urban services). <br />Amend the Joint Planning Land Use Map to change the designation of the Chapel <br />Hill Southern Transition Area to Rural Buffer. <br />G\Comprchensive Planning Div\GENE\2004 Pn61ic HearingsVvtar 291PA\Amdt (01PA GUPMmdt to 1PA LUP Jt SmITMemodoc 4, <br />
