U <br />An area that has been classified as Transition from the outset of Joint Planning lies to the south of <br />the Chapel Hill ETJ and is known as the Chapel Hill Southern Transition Area, It is bounded to <br />the south by Chatham County, US 151501 to the west, the Chapel Hill ETJ to the north, and Old <br />Lystra Road to the east., <br />Amendments by the Town of Chapel Hill to its Comprehensive Plan in May 2000, and more <br />recently, inclusion of the Water and Sewer Management, Planning and Boundary Agreement <br />into the Joint Planning Agreement have resulted in this area being removed from the Urban <br />Services Area - an area originally proposed far future public water and sewer service, As is the <br />case with current development, future residehtial development will rely on private well and <br />sewage systems resulting in a low density, rural residential pattern for the area. <br />The joint planning staffs interpret this as a change in land use policy and recommend that the <br />Joint Planning Area Land Use Plan and Map be amended to change the area from Transition to <br />Rural Buffer.. The analysis for this recommendation is contained in the attached joint staff <br />memorandum, <br />FINANCIAL IMPACT: None identified. <br />RECOMMENDATION(S): The Orange County, Chapel Hill, and Carrboro Planning staffs <br />recommend approval of the proposed amendment to the Joint Planning Area Land Use Plan <br />and Map.
