Letter from NCDOT MPO Coordinator <br />INFORMATION CONTACT: <br />Craig Benedict Ext. 2592 <br />Karen Lincoln Ext. 2594 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane (3361227-2031 <br />PURPOSE: To endorse comments to the Transportation Advisory Committee (TAC) of the <br />Durham-Chapel Hill-Carrboro (DCHC) Metropolitan Planning Organization (MPO) regarding the <br />draft regional priority list for the 2007-2013 Transportation Improvement Program (TIP). <br />BACKGROUND: The DCHC MPO TAC, at its meeting on August 10, 2005, adopted a <br />provisional regional priority list for the 2007-2013 TIP, with recognition that the priority list may be <br />amended after input from the local jurisdictions. The TAC will consider comments and approve the <br />regional priority list at its next meeting on September 14th. The NCDOT Transportation <br />Improvement Program cycle change, from even numbered years to odd numbered years, has <br />abbreviated the schedule for MPOs to develop regional priority lists. To meet NCDOT schedules <br />for developing the 2007 - 2013 TIP, the TAC released the draft regional priority list for the 21-day <br />public comment period in July, when many local jurisdictions did not hold meetings. <br />The provisional regional priority list (Figure 3 in Attachment 2, pp 27 - 44) reflects each project's <br />priority, with respect to priority projects submitted by all jurisdictions in the MPO, based on the <br />MPO's endorsed ranking system and methodology. The NCDOT considers distribution of funding <br />at the division level. Projects in Durham County (Division 5) and Chatham County (Division 8) <br />should not affect funding decisions for projects in Orange County, which is in Division 7. Figure 5 in <br />Attachment 2, pp 6 - 15, is a subset of the regional list that contains only those projects that are in <br />Orange County.. <br />The ranking methodology (Attachment 2, pp 17 - 22) is only one tool used to produce the final <br />regional priority list. The TAC will consider other criteria, i.e. local government project priorities, <br />public comments and the long-range transportation plan, in developing the final regional priority list. <br />The Board of Commissioners approved its priority list March 15, 2005 (Attachment 2, pp 45 - 48). <br />Two of Orange County's priority projects rank in the top 26 of the 44 projects submitted by Orange
