<br />During this week, newspapers and television and radio stations serving the county
<br />should acquaint the people of the county with the contribution being made by industry.
<br />In turn, the people of the county should, as individuals, express their appreciation to the
<br />owners, managers, and employees of industry for this contribution.
<br />The leaders in each of the various communities in the county are encouraged to
<br />designate a dayduring Industry Appreciation Week,at which time the community may, as it
<br />deems appropriate, recognize the contribution of its own industry.
<br />Adopted this the Sixth Day of April, 1964.
<br />The Community Action Proposal presented previously by Dr. Adams and Mr. Wicker, was brought
<br />back to the floor, and Commissioner Cleveland re-introduced the same motion offered earlier in the
<br />day concerning this matter. Commissioner Bennett seconded this motion, and after further discussion,
<br />Commissioner Smith moved that the motion be tattled until the next meeting of the Board. Commissioner
<br />Bennett seconded Commissioner Smith's motion, and it was unanimously agreed to table Commissioner
<br />ClevelandIs motion until the next meeting.
<br />T. C. Cook, Professional Engineer, discussed withthe Board his plans for air conditioning
<br />of the Courthouse and the bids received for same. The Bids as received at the Bid Opening of 'April
<br />h, 1964, are as follows:

<br />A bid analysis revealed Lee Air Conditioners, Inc. to be the low bidder. All alternates
<br />were discussed. Upon motion of Commissioner Smith, seconded by Commissioner Bennett, and unanimously
<br />adopted ? the Base Bid of $35,848.00 submitted by Lee Air Conditioners, Inc., plus Engineers Fees
<br />of $3,OL7.08 was accepted. Said motion also authorized a letter of intent to the contractor to
<br />speed the start of work on this contract.
<br />After some discussion of how this appropriationras to be financed, the Board decided to
<br />combine the air conditioning project and the purchase of the Walker Milling Company property, for
<br />the purpose of raising funds. In order to have-thenecessary monies needed to cover both projects
<br />it was decided to have a bond anticipation note of $55,000.00, which would be paid off at a rate of
<br />$11,000.00 per year for a five year period.
<br />The following resolution was introduced and unanimously adopted.
<br />WHEREAS, Albert L. Stanback died on March 20, 1964, and whereas, Albert
<br />L. Stanback became a resident of Hillsboro and Orange County in 1938, when he
<br />accepted a position in the Orange County School System as an athletic coach and
<br />a mathematics instructor, after having taught at Clinton College in Rock Hill',
<br />South Carolina, and in the public school system in Gaffney, South Carolina; and
<br />whereas, Albert L. Stanback was elected principal of Central High School in
<br />1942, and was the principal of said school from that time until his death,
<br />during which time the institution grew under his leadership from a six teacher
<br />school'to one of forty-Pour teachers and twelve hundred students; and whereas,
<br />Albert L. Stanback was a member of a number of educational organizations, took
<br />part in community and civic activities, and was the recipient of the Silver
<br />Beaver Award for his work with the Boy Scouts, and was a Prince Hall Shriner, II
<br />member and steward of Dickerson Chapel A. M. E. Church, and member of Omega
<br />Psi Phi Fraternity; and whereas, during the twenty-six years he served in Orange
<br />County as teacher and principal his influence was felt by every man., woman and
<br />child in Orange County, and through his efforts and effectiveness of his training
<br />and leadership the level of achievement of the negro citizens of Orange County
<br />has risen substantially and will continue to rise during the years ahead as a
<br />living testimonial to him.
<br />NOW, THEREFORE, BE IT HE•Y RESOLVED, That the life and work of
<br />Albert Leon Stanback be hereby memorialized in testimony of his strong character,
<br />indomitable courage, unstinted and unselfish dedication to duty in the cause of
<br />education which has endeared him into the hearts of all of us and has given
<br />rise to the high esteem in which he was held by the people of his community,
<br />and by such indicia of character has set an example of leadership, moral standards
<br />and good which will be hard to follow.
<br />The Chairman ordered that a certified copy of the foregoing resolution be furnished his
<br />wife, Mrs. Catherine Caldwell Stanback, of Hillsboro, N. C., and his mother, Mrs. Etta L.
<br />Stanback, of Chester, S. C.
<br />There being no further business to come before the board, the meeting was adjourned.
