The BOCC requested that staff provide a report outlining the issues of Mr. McAdoo's <br /> request. <br /> The County Engineer met with Mr. McAdoo subsequent to his appearance before the BOCC <br /> and had met with Mr. McAdoo on this issue on several occasions prior to this appearance. <br /> The resolutions and rules adopted by the BOCC during the process of creating the Efland <br /> sewer system required that the owners of all properties to receive a free sewer connect have <br /> execute a sewer request document during a sign up period which occurred in 1985. No one, <br /> including Mr. McAdoo, has been able to locate such a document for this particular property or <br /> even evidence that one ever existed. Therefore, according to the resolutions and rules adopted <br /> by the BOCC, the property is not entitled to a free sewer connection. <br /> Mr. McAdoo contends that the County made an error or errors during the sewer service sign-up <br /> process and when it failed to install a free tap on the property in question when the sewer <br /> system was constructed in 1985. Accordingly, he contends that the property is owed a free <br /> sewer service connection at this time, and he requests that the BOCC direct County staff to <br /> have such a connection installed without charge. <br />
