2. Churton Grove Build -out Schedule <br />The Hillsborough Board of Commissioners has expressed an interest in discussing the possible <br />acceleration of the current permitted build -out schedule for the Churton Grove development <br />north of Hillsborough. Town Manager Eric Peterson, in the March 6, 2004 letter to County <br />Manager John Link, noted that the Town has previously dedicated water capacity for Churton <br />Grove that is currently sitting idle. The idle capacity is a potential revenue source for the Town <br />that is not being used, and any accelerated development of Churton Grove would generate <br />additional revenue for the Town, thereby hopefully diminishing the need for rate increases and <br />possibly even leading to a decrease. <br />Orange County Planning staff has provided a summary, for reference purposes, noting the <br />approved phases and development schedule under the Churton Grove Planned Development <br />Special Use Permit. The summary also details the status of the development's phases. <br />Attachment 1 — 316104 Town Manager Letter to County Manager <br />Attachment 2 — Summary of Churton Grove Planned Development Special Use Permit <br />Status Report/Update on Waterstone Development <br />The Hillsborough Board of Commissioners has just recently approved the development permits <br />and plans for the Waterstone Development south of town between Interstates 85 and 40. A <br />discussion of the next steps associated with the development would be helpful for both Boards <br />and staffs. <br />No Attachments <br />4. Orange County Comprehensive Plan & Hillsborough Assistance <br />Orange County has been proceeding with the development of new Comprehensive Plan. The <br />attached March 9, 2004 letter from Town Manager Eric Peterson to County Manager John Link <br />indicates Hillsborough's desire for both Boards to receive a report on the County's efforts to <br />update the Comprehensive Plan. The letter also notes a desire for the Boards to discuss areas <br />in which Hillsborough may be able to assist the County. <br />Attachment 3 — 319104 Town Manager Letter to County Manager <br />5. Potential Joint Task Force for Coordinated Land Use Planning <br />Town Commissioner Mike Gering, in a March 16, 2004 email to Town Manager Eric Peterson, <br />noted a desire for the two Boards to discuss the possibility of establishing a joint Town /County <br />Task Force for Coordinated Land Use Planning.
