17 <br /> David Sturtz said that a new school is needed on the western side and within the life of <br /> this plan, perhaps a school is taken offline. He said it would be likely be further east. He said at <br /> that point, you would close and then redistrict again. <br /> Commissioner McKee said that there is a meeting going on elsewhere now that is <br /> contentious, and it is about redistricting. <br /> David Sturtz said it is never fun, but if you can do it once, that is recommended. He said <br /> to walk Hillsborough Elementary after a rain and see the major capital needs that are needed. <br /> Commissioner McKee said this Board has to focus on how they will fund these needs and <br /> not force the lower income residents out because of tax raises. <br /> David Sturtz said they do not like to give reports that sit on a shelf. He said what they have <br /> presented is a very expensive plan. He said that he does not see big enough strategic changes <br /> that would get them out of paying for these large expenses. He said that they have proposed <br /> thinking about affording it over time and revisiting every five years. He said if it could be executed <br /> in fifteen years, which would be fantastic but if it is longer, then it needs to be planned for success. <br /> He said the piling up of deferred maintenance reaches a billion dollars, but it shows a whopping <br /> capital need, and it is growing regardless of the effort from the Board. He said that it is an uphill <br /> battle in North Carolina because of the amount of state funding compared to the level of need. He said then the new <br /> middle school is reconfigured, and all of this can be done without temporary classrooms. He said <br /> that Chapel Hill High School has expensive needs and they settled on the high priority needs. <br />
