ORANGE COUNTY
ENVIRONMENT AND RESOURCE CONSERVATION DEPARTMENT
MEMORANDUM
TO: Tna Moon, Wnd Use and Preservation Planner
From: IUCh Shaw, ERCD Land Conservation Manager
Date: April 2$ 2002
Re: Dave Farm SubdMsion(Chapel Hill Township)
Thank you far the opportunity to review the preliminary plat of Me proposed pave Farm
subdivision (dated February 19, 2002). I have been asked oc comment on natural
resources brown to east on this property and some a the options;avalable to protect those
resources. My comments are based on a September 9, 21101 site visit and a review of dap
available for the property, Inducing 199e grthap11011l USGS topographic maps, and the NC
Natural Heritage Program database.
The sub)ett property k boated south of Hillsborough on the north side of Davis Road near
the 140 Interchange at Old NC M. m property is mneci 114 and drains into Cates Creek
(hated NW of Me site). Cates Creek flows to the Eno River.
The northern 1/3 athe property remains wooded and Indudes a ppNon of a site identified
as the Cates Deek Hardwood Forst In M In rbry ensen;fluu eM kth Nary)
Carhat(Oakley,M al., 1995). The nahval area contains a Wrge, mature, high
quality cakdickory forest dMiatetl by Carolina shagbark hickory, with some white ash,
port oak, and white oak The Mtne site is CCIl ed of 165 au of whkh the Davis
property consu lre a very small portion (about two acres).
The Preliminary Fan identifies approximately 6 acres that are M be left undeveloped in the
north and of the property. Keeping those woodlands mad would help protest Me larger
Cates Creek Hardwood Forest loafed rent of the Davis property.
It Is Orange Coul loneness;to have this area propcte l and to assist Me landowner
toward that end. If the landowner wished the area to remain in private ownership, he could
grant a 01raill delemal to Me County. Ac the easement'grantee'the County would
be responsible for monitoring the site at last once each year to make sure Mat Me tears
of the easement are not violated. Advance norm would be pmrideci to the landowners
before County stall enter the property.
If the owner or his agent are interested in exploring this option,I wo sd be happy to sit
down win them to discuss potentlal pros and cons.
A p hnnenk
cc: David So l
