The Dispute Settlement Center may be requested to provide <br /> a person to facilitate the meetings to ensure the CPLUC's eRectiveness. The facilitator will <br /> help suggest methods for use by the CPLUC and will hop keep discussions focused and <br /> moving forward. The facilitator will work as pail of the support team In managing the <br /> planning process. <br /> CPLUC MEETING SCHEDULE AND OUTCOMES <br /> 1. Timeline and Meal Content. Below is a brief description and schedule of the CPLUC <br /> meetings: <br /> June 2002— First Meei Review of current land use condition, analysis of <br /> countrywide development trends, and demographic changes. <br /> June 2002—Second MaeCnv: Review and discussion on the Potential growth <br /> management challenges facing Orange County, including the possible future conditions <br /> that may occur(i.e. increased trathc, loss of environment resources, degradation of <br /> water quality, and heightened demand on public services). <br /> • July 2002—Third Meeting: Review of the various approaches, such as lower densities, <br /> to the growth management challenges. Current regulations will also be considered as <br /> part of this review. Discussion on the different Growth Scenarios, and the pros and <br /> cons of various growth management tools, including Urban Growth Boundaries. <br /> • <br /> August 2002—Fouts Mesons: Framework of Goals, Objectives. and PolicieslRepod <br /> 2. Outcomes. The Committee will provide staff with feedback in writing or through the <br /> minutes of the meetings on: <br /> The pros and cons of the various growth management tools; <br /> • The direction of the Comprehensive Planning Process; and <br /> •. The possible need for and discussion points for Small Area Planning Committees <br /> and/or meetings. <br /> All Comprehensive Planning work products and comments from the Committee shall be <br /> forwarded back to the BOCG. <br /> 3. Comprehensive Planning Process. Table 2: Comprehensive Plan Land Use Element <br /> Tentative Process and Schedule illustrates the proposed Comprehensive Planning <br /> Process. In scut nto the CPLUC, the process may include Small Area Planning <br /> Committees (SAPC). These groups would provide additional feedback about the various <br /> growth management tools and their applicability within specific areas of the County from <br /> citizens living there. In over to do this,the Planning Staff divided the County into 8 sub- <br /> areas based upon watershed, residential density, and utility services. These factors ware <br /> chosen because of their influence on the BOCC's goals. Watershed areas are directly <br /> related to environmental etewayshm;the presence of utilities and infrastructure is vital to <br /> the economic tactic of an area; and the residential density of a community greatly <br /> Influences its character. <br />
