ATTACHMENT 2:CPLUC HANDBOOK DRAFT 4 <br /> Welcome and thank you for agreeing to some on the Orange County Comprehensive Plan <br /> Land Use Committee. This handbook will offer some thoughts and guidelines on being a <br /> Committee Member, including what to expect and what is expected of you. <br /> OVERVIEW OF THE COMPREHENSIVE PLAN LAND USE COMMITTEE (CPLUC) <br /> 1. Background.The Board of County Commissioners(BOCC)has directed!the Planning and <br /> Inspections Department to prepare a countywide Comprehani Plan, Including an update <br /> of the 1981 Land Use Element. The Plan should recommend actions and strategies which, <br /> when combined,will ensure environmental quality and sustainability, economic viability, <br /> and the ability to keep up with demands for infrastructure and services throughout Orange <br /> County. The Plan should also deal pdmadly with areas of countywide importance, <br /> coordinate with regional efforts, and reflect the uniqueness of each area within the County. <br /> At a minimum,the Plan should address these five aspects of growth: amount and density, <br /> location, rate and timing,mat, and quality. Finally, the Plan should recommend specific <br /> tools needed to implement it. In order to create the Plan.the Comprehensive Pien Land <br /> Use Committee (CPLUC) has been established by the BOCC to offer guidance to the <br /> Process, <br /> 2. Charge and Purpose. The charge and purpose of the CPLUC Is to: <br /> a. Be a "sounding board'during the first stage of the ComprehensNe Planning process, <br /> with all materials being forwarded to the BOCC; <br /> It. Review background data on current land use condition, analysis of countywide <br /> development trends, and demographic changes; <br /> c. Identify constraints m future growth; <br /> d. Review the various future growth scenarios; and <br /> e. Offer perspectives, based on their areas of interest, on the pros and cons of addressing <br /> and resolving land use and growth issues through a system of Goals, Objectives, <br /> Policies, and Implementation Regulations. <br /> 3. Composition.The CPLUC will consist of representatives from the following Commissions <br /> and Boards: <br /> Board of County Commissioners-2 members <br /> . Planning Board --2 members <br /> Board of Health/Environmental Health—l member <br /> • Commission for Environment—l member <br /> • Agriculture Preservation Board- 1 member <br /> • Water Resource Committee—l member <br /> • Economic Development Commission— l member <br /> YOUR ROLE AS A COMMITTEE MEMBER <br /> Your role as a Committee Member is fundamental M the success of the Orange County <br /> Comprehensive Planning Process.
