7 <br /> Finance and Administrative Services <br /> 10.The Finance and Administrative Services Department requires a new Document Folding <br /> Device for W2, 1099, Vendor Checks and Payroll Checks. The current equipment is now <br /> obsolete. The replacement will cost $19,000, and the County will utilize County capital <br /> reserves for this one-time purchase. <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact <br /> associated with this item. <br /> Visitors Bureau <br /> 11.The Orange County Visitors Bureau Advisory Board voted unanimously at its January 15, <br /> 2024 meeting to increase its marketing efforts to sustain conference and business travel <br /> into Orange County hotels. Although tourism is seeing recovery, Orange County and its <br /> hotels are not experiencing growth from the business industry, which fills mid-week rooms <br /> and restaurants and transportation related businesses. The Visitors Bureau is <br /> appropriating $150,000 of current fund balance to cover additional business marketing <br /> efforts through July 1, 2024. The marketing funds will also help pay for new big events that <br /> were recently booked into Orange County including a significant golf event in late spring <br /> and an international soccer event in early July 2024. The unassigned fund balance of the <br /> Visitors Bureau Fund will be $485,707 following this action, above the Advisory Board's <br /> 15% minimum fund balance policy. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> Housing <br /> 12.Continuum of Care— Rapid Rehousing—The Orange County Rapid Rehousing program <br /> was awarded $161,920 in the FY22 Continuum of Care (CoC) competition. The <br /> performance period for this grant award is November 1, 2023 — October 31, 2024. The <br /> program is administered in the Orange County Housing Department with assistance and <br /> oversight from the Orange County Partnership to End Homelessness. This program <br /> provides supportive services and rental assistance to people who are currently <br /> experiencing homelessness in Orange County and receives referrals via Coordinated Entry <br /> in accordance with the CoC's prioritization. These funds are authorized in the Community <br /> Development Fund, outside the General Fund, and amend the following project ordinance: <br />
