5 <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact <br /> associated with this item. <br /> Child Support Services <br /> 7. Child Support Services (CSS) is required by the State to transition from paper court <br /> documents to the State's cloud-hosted digital case management system, Odyssey, by April <br /> 29, 2024, for the purposes of e-filing. A successful transition to Odyssey will require new <br /> technology and processes that the current document management system used by CSS <br /> is unable to support. Traverse, developed by Northwoods Consulting Partners, Inc. <br /> (Northwoods), is a modern technology solution purposely designed to assist caseworkers <br /> with successful transitions to new State systems such as Odyssey. The first-year <br /> subscription and initial implementation cost of Northwoods Traverse is $50,000. The State <br /> will reimburse $33,000 of the expense, with the $17,000 County share coming from the <br /> County Capital Reserve Fund. Ongoing subscription and operational costs will be reflected <br /> in the FY 2024-25 Operating Budget. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goal is <br /> applicable to this item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION <br /> AND INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or <br /> color; religious or philosophical beliefs; sex, gender or sexual orientation; national <br /> origin or ethnic background; age; military service; disability; and familial, residential <br /> or economic status. <br /> County Manager's Office <br /> 8. With Agenda Item 6-a on this February 20, 2024 meeting agenda, the Board of County <br /> Commissioners will approve the County's first strategic plan. In order to understand and <br /> coordinate the successful implementation of the strategic plan, the County is establishing <br /> a Strategic Planning Manager position. This position is responsible for organizing the <br /> interdisciplinary teams and integrating the plan to department-level operations. The <br /> position will represent a new division in the County Manager's Office. The cost to fund the <br /> position through the end of the year will be $30,000, funded through a one-time <br /> appropriation of County fund balance. The ongoing funding of the position will be <br /> addressed in the FY 2024-25 Operating Budget. <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact <br /> associated with this item. <br /> Article 46 <br /> 9. In review of the FY 2022-23 Annual Comprehensive Financial Report (audit), Article 46 <br /> Sales Tax Revenue significantly outperformed the original budget. In order to recognize <br /> the additional revenue in FY 2022-23, and increase the estimate in FY 2023-24, this <br /> amendment increases the Article 46 budget by $1,348,070.
