2
such time the building plans are formulated by architects.. Access roadways to parking areas
and bus loops to each of the future facilities would be developed by the architects as well.
In November 1998, the County Commissioners endorsed the building footprint in the
southwestern corner of the Southern Human Services Center Site as the Senior Center location
(site #1 on map #1; site D on the conservation map). The Board will note that the proximity of
the Institute on Aging's proposed development on the adjacent Horace Williams property was a
significant factor in the designation of this site for the Senior Center. The current plans for the
property, now called Carolina North, do not include such development by the Institute on Aging.
In order to assess compliance with the County's own conservation goals with regard to
development impact, the ERCD was requested to provide a preliminary evaluation of the site as
well. The attached document and map have been revised from the version presented in the
January 2004 Board retreat materials to more specifically correlate to the possible building sites
identified on the Southern Human Services Center Master Plan and to point out the advantages
and challenges of each.
As a reminder, no plans have been cited for the building footprints on this site, with the
exception of possible future justice facilities, tentatively suggested for Site A on the
conservation map and expansion of the Southern Human Services Center, which would occur
to the east end of the existing building, site E on the conservation map.
FINANCIAL IMPACT: None at this time.
RECOMMENDATION(S): The Manager recommends that the Board approve the preferred
footprint on the Southern Human Services Center site upon which the Southern Orange Senior
Center will be located.
