She said that Orange <br /> 11 County has not historically focused on economic development, meaning property owners bear <br /> 12 the brunt of tax rate increases. <br /> 13 Charline Kirongozi asked if it was captured in the second objective, "Review and revise <br /> 14 County policies and regulations to support business investment in Orange County." <br />
