I speak tonight on behalf of our Board, our <br /> 8 superintendent and several district leaders who are with us this evening. CHCCS is genuinely <br /> 9 appreciative of your continued support of our public school system. As you <br /> 10 review financing scenarios for the School Long Range Facilities Optimization Plan, we are here <br /> 11 to focus and support several options under your consideration. The long-range plan produced by <br /> 12 Woolpert outlines a total of four scenarios to address the next five-to-fifteen years of school facility <br /> 13 needs. Chapel Hill-Carrboro City Schools favors serious consideration of'Scenario D',which adds <br /> 14 a $630 million bond to fund phases I & 11 over ten years. However, if the Commissioners feel as <br /> 15 though Scenario D is too ambitious, we feel Scenario "C-2" is a reasonable compromise. In short, <br /> 16 C-2: <br /> 17 <br /> 18 • Provides $130 million to fund short-range and mid-range projects for Orange County <br /> 19 Government over ten years. <br /> 20 • Adds a $300 million school bond for major projects in both school districts, and $100 <br /> 21 million in pay-as-you-go, to provide flexibility during economic downturns over the next 10 <br /> 22 years. <br /> 23 • When combined with existing and planned resources, yields total school resources of <br /> 24 $548 million which meets the Woolpert Option C target of$541.2 million with an additional <br /> 25 $6.8 million to address other priority needs. <br /> 26 <br /> 27 No matter which scenario is preferred by the Commissioners, the Chapel Hill-Carrboro <br /> 28 Board of Education requests that the allocated bond funds be distributed on an ADM basis <br /> 29 (58.44% to CHCCS) and not on a project basis. There remains a persistent myth going back <br /> 30 decades that there are funding inequities between the two school systems in Orange County <br />
