3
1 time count, which will provide the number of people experiencing homelessness in Orange
2 County, including those sheltered and unsheltered.
3 Commissioner Hamilton said she attended 3 Martin Luther King, Jr. Day Day celebrations
4 this weekend. She said the message she comes away with is the importance of not giving up
5 hope and working together despite differences to bring justice and improve the wellbeing of
6 everybody. She said she will bring that with her as the Board resumes its work for the year.
7 Commissioner Fowler said the Legislative Issues Work Group met since the last meeting
8 and updated the list, which will come to the Board before going to representatives. She said she
9 attended a Cooperative Extension in December, and the 2024 Ag Summit will be held on February
10 19th at Cedar Grove Community Center.
11 Commissioner Richards said she forgot to mention that she and Commissioner Portie-
12 Ascott went to Butner on Friday to see a 54-bed mental health facility for youth, which was very
13 impressive. She said the scarcity of beds for youth is well known. She said there were many
14 representatives from the Criminal Justice Resource Department and court system in Orange
15 County also in attendance for the tour of the facility and overview of the processes. She said more
16 renovations at the facility are forthcoming.
17 Commissioner Hamilton also wanted to mention that there are public engagement
18 sessions for the Orange County land use plan. She shared the dates and encouraged people to
19 provide input on the plan online.
20
21
22 4. Proclamations/ Resolutions/ Special Presentations
23
24 a. Recognition of Graduates of the 2023 Orange County Youth Preparedness Camp
25 The Board recognized Molly Selleck and Layla Woolfolk for fulfilling all requirements to graduate
26 from the 2023 Orange County Youth Preparedness Camp, including completion of the PREP+6
27 Service project, impacting the disaster readiness level of fourteen (14) area families.
28
29 BACKGROUND: The Orange County Youth Preparedness Camp is an annual day camp for
30 Orange County teens conducted by Orange County Cooperative Extension and Orange County
31 Emergency Services. The Camp was first offered in 2018 and is based on the National Youth
32 Preparedness Initiative founded by Mississippi State Extension. The Camp has been held
33 annually in Orange County in 2018, 2019, 2022, and 2023.
34
35 During the June 26-30, 2023 camp, students engaged with the Federal Emergency Management
36 Agency (FEMA) Community Emergency Response Team (CERT) curriculum, exploring topics
37 from search & rescue to emergency medical services to fire safety. Instructors during the week
38 were County emergency services professionals and members of the Orange County Sheriff's
39 Office, as well as employees with the Department of Social Services. Through experiential
40 learning activities, presenters provided insight with youth into their career paths and
41 responsibilities. Youth also earned CPR/AED certification and participated in a disaster
42 simulation to apply skills learned throughout the week.
43
44 In order to officially graduate from the camp, youth are encouraged to impact their community
45 preparedness level by completing the PREP+6 project. This project requires each participating
46 youth to help their own household as well as six other area households develop an emergency
47 preparedness kit and communication plan. The camp participants provide educational resources
48 from FEMA to each household and provide additional guidance on ways to improve the
49 household's readiness for future disasters. The teen then verifies that the kit has been created
50 and that the communication plan has been completed.
51
