She said she wants to see a conversation happen with <br /> 8 providers and the whole affordable housing coalition and a meeting of the minds about what the <br /> 9 matrix needs to look like. She said that her interest is that this process is reasonable, fair, and as <br /> 10 objective as possible. <br /> 11 Commissioner Hamilton said she supports AHAB's recommendation but also looks <br /> 12 forward to changes to the process. She said the low points for local residency stands out to her <br /> 13 on the matrix. She said that being able to see the big picture of housing units in the county and <br /> 14 the total number of affordable housing units would be helpful so that they can track the impact of <br /> 15 the money. She said she also focused want to use taxpayer money efficiently and the per unit <br /> 16 cost is important. <br /> 17 Commissioner Richards said she would like for the affordable housing community to be <br /> 18 able to provide feedback. She said that she was wondering if there should be a different scoring <br /> 19 matrix for NOAH projects. She said that those may need to be evaluated differently than new <br /> 20 projects. <br /> 21 Bonnie Hammersley said her thought was to have a section just for NOAH projects. She <br /> 22 said she agrees with Commissioner Hamilton and that this should come back at a work session <br /> 23 in the near future. <br /> 24 Commissioner Richards said she is confused by what the funding is already for some <br /> 25 projects. She said she would like for that to be incorporated into the process. <br /> 26 Bonnie Hammersley said that could be captured in the leveraging section of the scoring <br /> 27 matrix going forward. <br /> 28 Commissioner Fowler said it would be nice to know how the ruberics are used because <br /> 29 some got the highest and lowest funding. She said there is confusion on how rubrics are used <br /> 30 because scores do not equate to the recommended scoring. She said she read the minutes but <br /> 31 does not understand how AHAB members got to their decision. <br /> 32 Bonnie Hammersley said the matrix was used as a base. She said one of the AHAB <br /> 33 members said they used the scoring matrix, but also took into account the impact of displacement <br /> 34 if NOAH projects were not funded. She said the last time the scoring matrix was presented as a <br /> 35 scoring matrix and then the Board decided to change it and it was not based on the score. She <br /> 36 said the Board needs to discuss how to move forward with this. <br /> 37 Commissioner Fowler said local residency was not scored very highly. <br /> 38 Chair Bedford said this can come back at the work session and be explained better. She <br /> 39 said that there are restrictions based on federal funds. <br /> 40 Commissioner Fowler said given this discussion, she said she can support AHAB's <br /> 41 recommendation. <br /> 42 Commissioner Portie-Ascott said she supports AHAB's recommendation and appreciates <br /> 43 their consideration of the impact of displacing residents. <br /> 44 <br /> 45 A motion was made by Vice-Chair Greene, seconded by Chair Bedford to adopt and <br /> 46 authorize the Chair to sign the attached Resolution awarding funds for the FY 2023-24 CIP <br /> 47 Affordable Housing RFP process based on the funding recommendations from the Affordable <br /> 48 Housing Advisory Board. <br /> 49 <br /> 50 Chair Bedford said they discussed the RFP in June, and they did not change it then. She <br /> 51 said that the questions that were raised in the meeting minutes were the same questions she had. <br />
