Applicant organization’s <br />Purpose/Mission (2-4 <br />sentences): <br />To adhere to environmental regulations including: the Town’s <br />requirements under the National Pollutant Discharge Elimination <br />System (NPDES) program; the listing of Bolin Creek on the State <br />Impaired Waters list; and the ongoing implementation of the <br />Jordan Lake Rules; but also to better address drainage, flooding, <br />and infrastructure concerns and resilience in consideration of <br />hydrologic (precipitation and runoff) changes associated with <br />climate change. <br />c. Please provide a brief <br />description of your <br />organization’s past <br />achievements in carrying out <br />similar projects and evidence of <br />successful record of meeting <br />proposed budgets and <br />timetables (2-4 sentences): <br />Growing recognition that stormwater management in Carrboro is <br />a community-wide challenge - and that the current stormwater <br />program and funding level do not adequately address the <br />challenge - led Carrboro to create a Stormwater Utility in 2017, <br />funded by property owner fees based on the amount of <br />impervious surface on each property. The Stormwater Utility was <br />established to deliver a range of services in recognition of the <br />Town’s responsibilities and goals. A new rate structure was <br />established in June, 2018 to provide dedicated funding to the <br />Utility.
