11 <br /> Identify any activities this board/commission expects to carry out in 2024 as they relate <br /> to established BOCC goals and priorities. If applicable, is there a fiscal impact (i.e., <br /> funding, staff time, other resources) associated with these proposed activities (please <br /> list). <br /> During the first half of calendar year 2024, the Council will be wrapping up its <br /> "Mid-Plan Review" of the 2030 Parks and Recreation Master Plan (adopted in <br /> 2014). The Council is reviewing past findings and recommendations, assessing <br /> progress toward these goals, and identifying changed conditions and emerging <br /> trends. The end product will be a report in spring 2024 that assesses all of the <br /> above topics and suggests changes or modifications that may be needed to the <br /> Plan for the remaining seven years of the plan period, including equity <br /> considerations that have become more apparent since 2018. <br /> Having participated in the design and master plan for the Perry Hills MiniPark, the <br /> Council plans to continue receiving updates and providing feedback as the <br /> project moves toward construction. In a similar vein, as plans begin to come <br /> together for the next phase of Blackwood Farm Park (including the disc golf <br /> course currently under design), the PRC anticipates being apprised and advising <br /> on these activities. <br /> Council representatives will also continue working with the Friends of the Library <br /> and staff on a possible Storybook Trail at a County park. <br /> As noted in last year's report, the Council will work with staff to conduct a limited <br /> survey of County residents about the need for a new swimming pool to learn <br /> more about what was intended by this high-ranking need from the Master Plan, <br /> and what the needs are. It may be prudent for this examination to also look at <br /> opportunities to partner with the Town of Chapel Hill on aquatic facilities. <br /> The other major activity for 2024 will be the involvement and participation in the <br /> Countywide Trails Plan, once a consultant is hired in early 2024. This effort will <br /> look at current and planned future trails in both the rural areas and the towns, <br /> and explore gaps, interconnections and needs for the future. The Council also <br /> hopes to participate in the parallel Bicycle and Pedestrian Plan effort with the <br /> OUT Board and Transportation. <br /> Finally, following up on the conclusion of the Year of the Trail 2023, the PRC <br /> plans to continue to help promote activities toward trail recreation and <br /> development, and advise on the efforts from the "Great Trails State Coalition" of <br /> which the County is a member. The Council would like to sponsor quarterly or <br /> semiannual public hikes at our parks with trails. Continued review and advice on <br /> the Mountains to Sea Trail progress, and Outside Agency review will again be <br /> major areas of energy, along with the 2024 Nature of Orange photography <br /> contest. <br />
