2 <br /> The total financial commitment for the FY24 Annual Work Program Amendment#1 is $155,000 for <br /> FAST 2, with a net zero financial impact on the annual work program or local transit services. This <br /> action reallocates existing reimbursement funds from the three transit provides to the regional study <br /> with no impact on the financial model or operations. The Orange County Staff Work Group proposed <br /> that Orange County and Chapel Hill Transit commit at total of$100,000 ($50,000 per transit agency) <br /> from its annual reimbursement towards the study while Go Triangle will allocate $5,000 from one of <br /> its transit surveys. <br /> Orange County - $50,000 <br /> • From (190PTS1) Orange County's Continuation of Transit Services <br /> • There is no impact on current services. The proposal reallocates $50,000 already approved <br /> in continuation of transit services and to FAST 2. <br /> Chapel Hill Transit - $50,000 <br /> • From (24CHT—TS1) HS Route —Weekend Service <br /> • There is no impact on current services. The proposal reallocates $50,000 already approved <br /> in continuation of transit services and to FAST 2. <br /> GoTriangle - $5,000 <br /> • From (21 GOTC001) Regional Origin-Destination Survey <br /> On November 15, 2023, the GoTriangle Board approved the FY24 Annual Work Program <br /> Amendment#1 for the full $155,000, including Orange County, Chapel Hill Transit and Go Triangle. <br /> Key Deliverable for Orange County <br /> • Potential transit infrastructure recommendations for Freeway and Arterial roads, including <br /> all US and NC routes and some secondary roads that cross County lines. <br /> While Durham County may use the FAST 2 study to feed the Countywide BRT study, it will help <br /> Orange County's transit improvements along major regional corridors like US 70, NC 57, NC 49, <br /> NC 10, NC 54, US 15/501, etc. Orange County could have potential BRT or enhancing non-BRT <br /> roadway segments with varying degrees of transit advantage infrastructure along those corridors <br /> through FAST 2, rather than a single North-South BRT. These efforts would help Orange County <br /> with County specific transit projects with extensions into Durham, Alamance, and Chatham <br /> counties. <br /> As one of the signatories of the Interlocal Government Agreement, Orange County must approve <br /> any changes to the Annual Work Program. The Staff Work Group recommended approval of this <br /> amendment at its September meeting following a 21-day public review period. <br /> FINANCIAL IMPACT: There is no immediate financial impact associated with this item. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are applicable <br /> to this item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION AND <br /> INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or color; <br /> religious or philosophical beliefs; sex, gender, or sexual orientation; national origin or ethnic <br /> background; age; military service; disability; and familial, residential, or economic status. <br />
