2 <br /> Goal 7. Develop and include an equitable comprehensive public engagement process that <br /> effectively includes input by the general public, including groups that historically <br /> have been marginalized, and key interest groups, including the municipal and <br /> university partners, and keeps the public informed and updated on the process; and <br /> Goal 8. Ensure all proposed programs and policies are in regulatory compliance with local, <br /> state and federal requirements. <br /> Six (6) firms responded to the request for proposals, and upon recommendation of staff, the <br /> Board awarded the contract to develop the plan to Gershman, Brickner & Bratton, Inc. (GBB). <br /> GBB presented the draft plan to the Solid Waste Advisory Group (SWAG) in November 2023. <br /> SWAG recommended the County pursue Scenario Three set forth in the plan. <br /> FINANCIAL IMPACT: There is no financial impact to receiving information on the Plan. The <br /> financial impact of the overall plan is dependent upon the direction given by the BOCC. <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal impact associated <br /> with this item. <br /> ENVIRONMENTAL IMPACT: The following Orange County Environmental Responsibility Goal <br /> impacts are applicable to this item: <br /> • ENERGY EFFICIENCY AND WASTE REDUCTION <br /> Initiate policies and programs that: 1) conserve energy; 2) reduce resource consumption; <br /> 3) increase the use of recycled and renewable resources; and 4) minimize waste stream <br /> impacts on the environment. <br /> RECOMMENDATION(S): The Manager recommends that the Board receive the presentation <br /> on the Draft Solid Waste Master Plan, consider the recommendations in the Plan, and provide <br /> direction to staff regarding which scenario presented in the Plan should be pursued. <br />
