FAST 2 Draft Scope Nishith Trivedi, Transportation Director, <br /> 2. FAST 2 Commitment 919-245-2007 <br /> PURPOSE: To approve Amendment #1 to the Orange County Fiscal Year 2024 Annual Work <br /> Program regarding the County's contribution to the NCDOT FAST (Freeway, Arterial, Street and <br /> Tactical) 2 Study. <br /> BACKGROUND: The North Carolina Department of Transportation (NCDOT), in partnership with <br /> Go Triangle and Regional Transportation Alliance (RTA) completed the Freeway, Arterial, Street- <br /> Based Transit (FAST) study in 2021 (link). NCDOT is building upon its success with a FAST 2 Study <br /> with detail express design and expanding the scope to include other regional corridors like US 70, <br /> NC 54, NC 86 and others (Attachment 1). NCDOT manages the study, which seeks to: <br /> • Make freeways and regional boulevards "transit ready" <br /> • Elevate and identify multiple Bus Rapid Transit (BRT) corridors that directly link with RDU <br /> Airport <br /> • Advance SMART (Systematic Management of Adaptable Roadways through Technology) <br /> freeway corridors <br /> • Use targeted strategies improving transit accessibility and opportunities on existing <br /> transportation corridors in Orange County. <br /> This effort is a 12-month study managed by NCDOT, with assistance from WSP USA, a consulting <br /> firm. This is being pursued in coordination and collaboration with local governments, regional <br /> agencies, state partners and private businesses to make existing freeways and regional roads <br /> transit ready. The following list of cities and counties have financial commitments towards the <br /> study: <br /> • State and Regional Agencies — North Carolina Department of Transportation, GoTriangle, <br /> Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC MPO), Capital <br /> Area Metropolitan Planning Organization (CAMPO) <br /> • Counties — Durham, Orange and Wake <br /> • Cities — Durham, Chapel Hill, Raleigh and Cary <br /> RTA, through all of these local, regional and state partners, has garnered over $650,000 in public <br /> financial commitments towards the study.
