4 <br /> • GOAL: ESTABLISH SUSTAINABLE AND EQUITABLE LAND-USE AND <br /> ENVIRONMENTAL POLICIES <br /> The fair treatment and meaningful involvement of people of all races, cultures, <br /> incomes and educational levels with respect to the development and enforcement <br /> of environmental laws, regulations, policies, and decisions. Fair treatment means <br /> that no group of people should bear a disproportionate share of the negative <br /> environmental consequences resulting from industrial, governmental, and <br /> commercial operations or policies. <br /> Housing Department <br /> 10.Emergency Solutions Grant — The Orange County Rapid Re-Housing program was <br /> awarded $43,660 from the FY23 Emergency Solutions Grant (ESG). The performance <br /> period for this grant award is January 1, 2024 — December 31, 2024. The program is <br /> administered in the Orange County Housing Department with assistance and oversight <br /> from the Orange County Partnership to End Homelessness. This program provides <br /> supportive services and rental assistance to people who are currently experiencing <br /> homelessness in Orange County and receives referrals via Coordinated Entry in <br /> accordance with the HUD Continuum of Care prioritization. The funding will be utilized to <br /> support existing staff through December 2024. These funds will be allocated in the <br /> Community Development Fund, outside of the General Fund, and amends the following <br /> project ordinance: <br /> Emergency Solutions Grant- 71084 ($43,660) <br /> Revenues for this project: <br /> Current FY 2023-24 FY 2023-24 <br /> FY 2023-24 Amendment Revised <br /> ESG Grant Revenues $140,639 $43,660 $184,299 <br /> Total Project Funding $140,639 $43,660 $184,299 <br /> Appropriated for this project: <br /> Current FY 2023-24 FY 2023-24 <br /> FY 2023-24 Amendment Revised <br /> Grant Expenditures $140,639 $43,660 $184,299 <br /> Total Costs $140,639 $43,660 $184,299 <br /> 11.Rapid Rehousing - The Orange County Rapid Re-Housing program was awarded <br /> $79,077 in the FY23 State Fiscal Recovery Funds (SFRF) competition. This funding, <br /> originating from the US Department of Treasury, is being administered by the NC ESG <br /> office. The performance period for this grant award is January 1, 2024 — June 30, 2025. <br /> The program is administered in the Orange County Housing Department with assistance <br /> and oversight from the Orange County Partnership to End Homelessness and in active <br /> collaboration with the Orange County Department of Social Services. This program <br /> provides supportive services and rental assistance to people who are currently <br /> experiencing homelessness in Orange County who have Child Protective Service <br /> involvement and receives referrals via Coordinated Entry in accordance with the HUD <br /> Continuum of Care prioritization.
