3 <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are <br /> applicable to this item: <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION <br /> AND INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or <br /> color; religious or philosophical beliefs; sex, gender or sexual orientation; national <br /> origin or ethnic background; age; military service; disability; and familial, residential <br /> or economic status. <br /> Planning and Inspections <br /> 8. Communications Towers Trust Fund — The Communications Tower Trust Fund <br /> accounts for application fees paid to the County by telecommunication companies, with <br /> these fees being used to pay costs associated with determining tower location and <br /> construction. This budget amendment appropriates $5,000 in revenue received to pay <br /> consultant costs for reviewing telecommunication applications. The consultant fee is paid <br /> only after the project is closed out, in compliance with the County's Unified Development <br /> Ordinance. This budget amendment provides for the receipt of these funds in the <br /> Communications Towers Trust Fund, outside of the General Fund. <br /> SOCIAL JUSTICE IMPACT: There is no Orange County Social Justice Goal associated <br /> with this item. <br /> County Manager's Office — Sustainability <br /> 9. The Board of Commissioners approved the Climate Action Plan at the November 2, 2023 <br /> Business meeting. In order to achieve the climate goals and initiatives of the plan, the Plan <br /> recommends adding an additional staff resource in the sustainability division to assist the <br /> Sustainability Manager in implementation. This amendment creates one permanent FTE <br /> (full time equivalent) position for a Sustainability Projects Analyst. This Analyst will provide <br /> leadership and technical expertise for a variety of sustainability programs, grants and policy <br /> development that supports climate action. These can include energy efficiencies, <br /> renewable energy, social and racial equity, resilience, electrical vehicle charging <br /> infrastructure deployment, natural resource conservation, and pilot projects. The position <br /> will play a pivotal role building upon current programs while developing and implementing <br /> new opportunities to advance progress towards climate and sustainability goals. This <br /> amendment will utilize $38,000 from fund balance in the General Fund to fund the position <br /> through the end of the year.
