24 <br /> 1 Travis Myren said the first 10 years of the plan is about$130 million. He said on December <br /> 2 41h they will know what the school plan is, and then on December 12th they will be able to see the <br /> 3 financial impact. <br /> 4 Commissioner Richards said there is debt besides this and asked if it will have all of it <br /> 5 shown. <br /> 6 Travis Myren said there will be three types of debt presented. He said that it will show the <br /> 7 existing CIP,the second will show the county facility plan, and the third will show the school facility <br /> 8 plan. He said all of the borrowing being considered will be part of the debt model. <br /> 9 Chair Bedford asked how they will review options and the impact on the debt. <br /> 10 Travis Myren said what they will be looking for on the 12th is whether the numbers are too <br /> 11 high, and what alternatives may be taken off the table. He said they would then re-run the <br /> 12 numbers and bring that back to the Board. <br /> 13 Chair Bedford asked Cy Stober to provide information on what the risks are for building in <br /> 14 a flood plan. She said Link is located in a flood plain. <br /> 15 Cy Stober said building in a flood plain is not necessarily a curse. He said that if it is a <br /> 16 non-residential building then everything needs to be two feet above the 100-year flood mark. He <br /> 17 said that the lower level could be used for storage, but an architect could design around that. He <br /> 18 said it would need to be insured for flood insurance, but it is possible, and the risk is removing the <br /> 19 building, there is nothing that can go back in that space. <br /> 20 Chair Bedford said that $4 million for a storage area seems very high. She wondered <br /> 21 what other alternatives are. <br /> 22 Jay Smith said that the advantage is that it is a space that they own. He said part of the <br /> 23 cost is keeping the area climate controlled. <br /> 24 Bonnie Hammersley said most of the county's storage needs are paper records and some <br /> 25 of which must be kept forever. She said that they need better management of these records, and <br /> 26 they should be centralized. <br /> 27 Commissioner Portie-Ascott asked how many parking spaces will be where the old jail site <br /> 28 is. <br /> 29 Jay Smith said they suggested a two-level parking garage, and that it would be designed <br /> 30 to blend in with the existing architecture of Hillsborough. He said this would be a phased approach. <br /> 31 He referred to slide #6 and showed the Board where the flood plain exists on the Link Building. <br /> 32 Bonnie Hammersley said that the water issues at Link were unrelated to the flood plain. <br /> 33 Jay Smith showed pictures on the motor pool concept.
