He asked what feedback the county has received from the town. <br /> 4 Jay Smith said the town actually brought up the parking needs and were pleased. <br /> 5 Vice-Chair McKee said they were tied up in court with them over the previous parking deck <br /> 6 and that is his concern. <br /> 7 Commissioner Hamilton asked how removing the fagade at Link would work. <br /> 8 Jay Smith said it would be a partial removing of some walls and the roof. He said the <br /> 9 bones of the building would remain. <br /> 10 Commissioner Hamilton asked if at that point they might see other problems with the <br /> 11 structure. <br /> 12 Jay Smith said yes, it is possible. He said the report on the building was well done and <br /> 13 offered ways the water intrusion problem could be corrected. <br /> 14 Commissioner Fowler asked what would move into the Whitted building if Health left. <br /> 15 Travis Myren said potentially the Board of Elections or the County Attorney's office. <br /> 16 <br /> 17 3. Presentation on Other Post-Employment Benefits (OPEB) <br /> 18 The Board received a presentation from the County's actuary firm, Cavanaugh Macdonald <br /> 19 Consulting, LLC, including a review of the County's Net OPEB Liability and key actuarial <br /> 20 assumptions. <br /> 21 <br /> 22 BACKGROUND: Governmental Accounting Standards Board (GASB) Statements No. 74 and <br /> 23 75 respectively issued in 2016 and 2017 were intended to enhance the reporting of OPEB liability <br /> 24 data in state and local governments' financial statements. Other Post-Employment Benefits for <br /> 25 the County include retirees' healthcare benefits consisting of medical, prescription and Health <br /> 26 Savings Account. <br /> 27 <br /> 28 GASB 74 and 75 measures the Net OPEB Liability (NOL) as the principal measure of a <br /> 29 government's OPEB liability as indicated below: <br /> 30 <br /> 31 <br /> 32 <br />
