ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: March 16, 2004 <br />Action Agenda <br />Item No. S-e- <br />SUBJECT: Approval of South Orange Fire District Map <br />DEPARTMENT: Emergency Management PUBLIC HEARING: (YIN) No <br />ATTACHMENT(S): <br />South Orange Fire District Map <br />INFORMATION CONTACT: <br />Nick Waters, ext. 3030 <br />Mike Tapp, ext. 3030 <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To approve a revised map of the South Orange Fire District. <br />BACKGROUND: Staff recommends that the Board of Commissioners approve the <br />accompanying map reflecting the service boundaries of the South Orange Fire District, This <br />purely administrative action will have no effect on the delivery of fire protection services to <br />citizens and properties in the South Orange Fire District, It will continue arrangements that <br />have existed since the early 1980s and will have no impact on the costs for providing those <br />services nor the tax rate required to produce the revenue to pay for those services, Formal <br />BOCC approval of the map will assist the Town of Carrboro as it prepares for the next <br />inspection of the South Orange Fire District by the North Carolina Department of Insurance, <br />All rural fire districts in North Carolina are graded for fire insurance ratings by the North Carolina <br />Department of Insurance every three to five years. Departments are graded on fire suppression <br />capabilities, equipment, and administrative files. Documentation review includes maps of each <br />fire district, and these maps must have Board of County Commissioner approval to be <br />recognized by the Department of Insurance, During the most recent inspection, staff from the <br />North Carolina Department of Insurance determined that the map of the South Orange Fire <br />District needed to be updated. The Town of Carrboro has provided fire protection services to <br />this district under the terms of a 1982 contract between the County and the Town. <br />Several additions to the service area have taken place since the existing map of the district was <br />done, and several municipal annexations have affected the contiguity of certain parts of the <br />district. Accordingly, that map does not reflect the current boundaries of the South Orange Fire <br />District, although property owners in the affected areas pay fire district taxes and receive <br />service from the Town of Carrboro. Annexation areas included were on Culbreth Road, Smith <br />Level Road, Old Highway 86, and Homestead Road.
