;3.34 <br />"You note that the $10,000 requested from Government is divided: <br />Durham County $8,000 <br />Orange County 1,500. <br />Wake County 500 <br />$10,5W <br />the division being "based on size and expected activity and benefit during <br />the first year of study." <br />Specific request is made of Orange County Board of Commissioners to: <br />a. Approve the general program of the Health Planning Council. <br />b. Authorize County expenditure prior to June 30, 1964, of $750 <br />toward the first six months operating expenses of HPC, said fund to be <br />matched by Health Interests and Corporations and Individuals. <br />And later .... <br />c. The Council will make official request at the proper time through <br />County Administrator Gattis for an additional 'v750 appropriation for use over <br />the period July 1 to December 31, 196h, again as matching Funds. <br />As you note from the booklet, we have been informally advised by U. S. <br />Public Health Service that, subject to availability of funds, the Health <br />Planning Council would be eligible for a Federal Grant covering a two to four <br />year period. Current grant regulations require seom local governmental and <br />health interest participation. D., Acting Vice Chm. <br />gorge td. Stockbridge, Executive Secy. " <br />A discussion ensued on the Health Planning Council proposal and request. No action was <br />taken. <br />Chairman Stanford informed the Board that he had been contacted by Attorney John T. Manning, <br />acting on behalf of the District Solicitor, who requested that the Board attempt to secure two <br />special criminal terms of Superior Court on the 13th and 20th of April respectively, for the <br />purpose of expediting the disposition of cases on the congested criminal docket. <br />It was moved and unanimously adopted that Orange County Try to secure two special terms of <br />criminal court in order that the disposition of the cases on said docket might be expedited. The <br />dates for these special terms were set as April 13th and April 20th. <br />Chairman Stanford read a letter from Mrs. Clarence D. Jones, Chairman of the Orange County <br />Historical Museum Committee. Mrs. Jones stated: <br />"In the early days it is recorded in the Court Minutes that the Court from <br />time to time appointed a Keeper of the Standard Weights and Measures in Orange <br />county. We, the Orange County Historical Museum committee, think it is of <br />particular interest that Orange county still has, the original Weights and <br />Measures, procured in 1760; in excellent condition. We think it would be of <br />further interest and in keeping with the Orange County Museum's aim of pre- <br />serving and publicizing the rich historical background of Orange county to <br />have the Commissioners appoint a present day Keeper of the Standard Weights <br />and Measures. <br />"We recommend that Clerk of Court Edwin Lynch be appointed to this office and <br />that he be instructed to make regular visual checks of these aforementioned <br />properties now housed in the Orange County Historical Museum to see that these <br />original weights and measures are kept in good condition and in a locked case." <br />Upon motion of Commissioner Cleveland, seconded by Commissioner Smith, and unanimously <br />adopted, 3. M. Lynch was appointed as Keeper of the Standard Weights and Measures for Orange <br />County; his duties are to be those which are outlined in Mrs. Jones's letter. <br />Upon motion of Commissioner Bennett, seconded by Commissioner Smith, and unanimously adopted, <br />the Clerk of Court was authorized to employ a Deputy Clerk of Court at a beginning salary of 6237.00 <br />per month. <br />There being no further business to come before the Board, said meeting was adjourned. <br />Donald Stanford <br />Chairman <br />Betty June Hayes, Clerk
