The Department of Environment , Agriculture , Parks and Recreation ( DEAPR) holds funds <br /> of the Soil and Water Conservation District Board . At the end of FY 2022 -23 , there were <br /> $ 9 , 577 in unspent funds remaining . This amount fell into the General Fund ' s fund balance <br /> for FY 2022 -23 . This amendment appropriates these funds from fund balance in the <br /> General Fund for use in special projects , program , operational expenses , and other needs <br /> that are approved by the Soil and Water Conservation Board of Supervisors . <br /> SOCIAL JUSTICE IMPACT : The following Orange County Social Justice Goal is <br /> applicable to this agenda item : <br /> • GOAL : ESTABLISH SUSTAINABLE AND EQUITABLE LAND - USE AND <br /> ENVIRONMENTAL POLICIES <br /> The fair treatment and meaningful involvement of people of all races , cultures , <br /> incomes and educational levels with respect to the development and enforcement <br /> of environmental laws , regulations , policies , and decisions .
