Year-to-Date Budget Kirk Vaughn, (919) 245-2153 <br /> Summary <br /> PURPOSE: To approve budget, grant, and capital project ordinance amendments for Fiscal Year <br /> 2023-24. <br /> Housing Department <br /> 1. The Housing Choice Voucher Program has identified that it will receive a larger share of <br /> administrative dollars this year due to placing more housing clients on vouchers than <br /> anticipated. This will add an additional $128,800 in HUD grant funds to administer the <br /> Housing Choice Voucher Program. The department will use these administrative funds to <br /> assist clients in clearing barriers to housing, such as paying security deposits, utility fees <br /> and upfront deposits. This adds $128,800 in authorization to the Housing Choice Voucher <br /> Fund, outside of the General Fund. <br /> 2. The Town of Chapel Hill has contracted with the County's Housing Department to <br /> supplement the Longtime Homeowner's Assistance Program specifically for Town of <br /> Chapel Hill residents. The town will provide an additional $75,000 to offset the tax bills of <br /> eligible residents in the town. <br /> SOCIAL JUSTICE IMPACT: The following Orange County Social Justice Goals are <br /> applicable to this item: <br /> • GOAL: FOSTER A COMMUNITY CULTURE THAT REJECTS OPPRESSION <br /> AND INEQUITY <br /> The fair treatment and meaningful involvement of all people regardless of race or <br /> color; religious or philosophical beliefs; sex, gender or sexual orientation; national <br /> origin or ethnic background; age; military service; disability; and familial, residential <br /> or economic status. <br /> • GOAL: ENSURE ECONOMIC SELF-SUFFICIENCY <br /> The creation and preservation of infrastructure, policies, programs and funding <br /> necessary for residents to provide shelter, food, clothing and medical care for <br /> themselves and their dependents. <br />
