q <br />ENVIRONMENT AND RESOURCE CONSERVATION <br />DEPARTMENT <br />MEMORANDUM <br />To: Nancy Glover <br /> Assistant to the Clerk to the Board of Commissioners <br />From: David Stancil <br /> Environment and Resource Conservation Director <br />Date: March 5, 2004 <br />Subject: Historic Preservation Commission Reappointments <br />Two Historic Preservation Commission members, Betsy Underwood and Dr. Carolyn <br />Connor, are approaching the end of their membership terms. Ms. Underwood is' <br />currently the HPC chair and has expertise in the field of historic preservation. She has <br />maintained good attendance records, (See enclosures.) is eligible to serve another terr <br />and has agreed to do so. Dr. Connor is finishing her second termLanTper County <br />guidelines is ineligible to begin a third term sequentiallY• <br />The Historic Preservation Commission participates in the Certified Local Government <br />program. All HPC members must have personal, professional, and organization <br />experience related to historic preservation. Examples of related experience include: <br />restoring or rehabilitating an older house or place of business; involvement in <br />community preservation organizations, historical societies, or other groups working to <br />promote historic preservation; involvement in historic preservation as a professional <br />architect, historian, architectural historian, archaeologist, landscape architect, planner, <br />anthropologist, curator, conservationist, or folklorist; or other activities that are related <br />to historic preservation. <br />The current applicant, Debbie Friend, does not meet the appropriate criteria. Staff <br />would like to postpone appointing a new member until next mont in or er o complet <br />sufficient outreach to find a more qualified candidate.
