The "Communities of Concern" are defined <br /> as a particular geographic area (US Census Block) where the percentage of the population <br /> (minority, low-income, hispanic, zero-car, limited English proficiency, or elderly) is greater than <br /> the county threshold for that same population. County thresholds for each population type were <br /> developed and used as benchmarks for comparison. The thresholds were calculated by dividing <br /> the particular population type over total population.
