72 <br /> Public Health Education Program Manager: Harm Reduction Coordinator <br /> The Orange County Opioid Program Manager will be responsible for overseeing the <br /> development, administration, budget, grant management, and reporting for Orange <br /> County's Opioid Settlement Program. This position will work with closely with Orange <br /> County staff and community partners involved in community overdose prevention, <br /> education, harm reduction, treatment opportunities and recovery support. They will <br /> ensure all reporting requirements are met for the Opioid Settlement Fund and pursue <br /> additional resources to advance this work. <br /> ESSENTIAL DUTIES: <br /> This position is a highly responsible position implementing harm reduction activities within Orange <br /> County including but not limited to: <br /> • Coordinating and facilitating various harm reduction and prevention activities in the community <br /> that have either been identified as a need or have been requested by a community member; <br /> • Assisting with coordination and facilitation of harm reduction group meetings, activities, and <br /> events; <br /> • Planning and coordination for the Opioid Advisory Committee in Orange County; <br /> • Preparing, selecting, and assembling educational and informational materials pertaining to <br /> substance use/misuse, harm reduction, prevention, and mental health to be distributed through <br /> a variety of channels while ensuring equitable access to health information to all county <br /> residents; <br /> • Developing partnership opportunities with various cross sector community organizations, and <br /> stakeholders to promote harm reduction guiding principles within the community to ensure <br /> available resources are equitable; <br /> • Coordinates and helps to manage harm reduction (syringe exchange, naloxone and fentanyl <br /> strips) distribution for the Health Department; <br /> • Oversee program budget and allowable spending based on state guidelines; Lead relevant <br /> procurement process as needed for program implementation including develop, negotiate, and <br /> review contracts associated with opioid settlement funds. <br /> FULL PERFORMANCE OF KNOWLEDGE,SKILLS,ABILITIES <br /> • Requires advanced knowledge in the areas of harm reduction principles and practices, <br /> • Thorough knowledge of the principles and practices of public health education and <br /> social/economic determinants of health, and/or age-and population-specific health and safety <br /> issues. <br /> • Ability to establish rapport, provide support and advocate for a diverse range of populations <br /> including individuals who use substances and are living with significant health challenges; <br /> • Knowledge of social justice, health promotion and public health approaches and models of <br /> social support and health care; <br /> • Ability to communicate and demonstrate interpersonal skills and commitment to working within <br /> a collaborative,team approach; <br />
