20 <br /> Orange County EMS Post-Overdose Response Team Proposal <br /> Services related to Exhibit A of NC MOA:High-Impact Opioid Abatement Strategies' <br /> Establishes item 8 (Post-Overdose Response Team) and supports or expands items 2, 7, 9, 10 and 12 <br /> DEPARTMENT: <br /> Orange County Emergency Services �y <br /> @,R,a CO`A <br /> INFORMATION CONTACT: 5 <br /> Landon Weaver, 919-245-6127 <br /> Kim Woodward, 919-245-6133 <br /> Kirby Saunders, 919-245-6123 <br /> Executive Summary <br /> Orange County Emergency Medical Services (OC-EMS) has observed a 226% increase in annual opioid <br /> overdoses requiring EMS from 2018 to 2022. <br /> OC-EMS is seeking funding for the development and implementation of a Post-Overdose Response Team <br /> (PORT). OC-EMS is prepared to provide this service but is in need of funding support for additional staff, <br /> a response vehicle and program supplies. <br /> PORTs are specialized teams that respond to opioid overdoses in real time or within 24-72 hours of the <br /> overdose event.Upon implementation,the OC-EMS PORT will meet individuals where they are at in their <br /> addiction by providing harm reduction resources, linkage to treatment services, and medication-assisted <br /> treatment(MAT)induction and administration. This service will be available to all eligible individuals that <br /> OC-EMS interfaces with during EMS incidents, and will be provided as a referral for collaborating <br /> departments, emergency departments, organizations and the community at-large. PORTS have become the <br /> standard of care in post-overdose services nationally and locally,with 41 North Carolina counties currently <br /> having an active PORT in place. <br /> MAT services have been directly associated with reduced relapse rates and chance of overdose(Jaeger & <br /> Fuehrlein, 2020). In the last five years, 23% of OC-EMS incidents involving an opioid overdose were the <br /> result of individuals who required EMS opioid overdose treatment on more than one occasion. With each <br /> consecutive overdose, the potential of death increases. <br /> By providing this service to the community, the following items as defined in Exhibit A of`NC MOA: <br /> High-Impact Opioid Abatement Strategies' will be established or directly supported: <br /> Item 8:Post-Overdose Response Team <br /> Item 2:Evidence-Based Addiction Treatment <br /> Item 7:Naloxone Distribution <br /> Item 9: Syringe Service Program <br /> Item 10: Criminal Justice Diversion Programs <br /> Item 12:Reentry Programs <br /> 1 <br />
