Please briefly describe the proposed program, including an explanation of how it aligns with the Town of <br />Chapel Hill and Carrboro’s Results Framework, and Orange County BOCC Goals and Priorities, and the target <br />population to benefit from the program. (250 words or less) <br />EMPOWERment’s rental program maintains and promotes the well-being of residents by <br />providing affordable rental housing opportunities for the most vulnerable populations in <br />Orange County. There is a critical need for affordable rental that serves families earning <br />minimum wage salaries, or less. Typical beneficiaries are veterans, Housing Choice Voucher <br />holders, seniors, and single-income families that are transitioning from homelessness. Most <br />of the tenants earn between 30-80% Area Median Income (AMI), This rental program aligns <br />with the highlighted affordable housing goals of all the municipalities. This program provides <br />livelihood security for low-income or disenfranchised residents through affordable rentals. <br />EMPOWERment owns sixty-four affordable rental units throughout Orange County. Forty- <br />eight percent of our units are subsidized with vouchers. Fifty-two percent of our units are <br />subsidized with EMPOWERment operating dollars. EMPOWERment commits itself to <br />underrepresented rental populations such as those living in manufactured home <br />communities. In the midst of gentrification, it is not usual to spend 15 hours a week <br />advocating for underserved populations. According to research done by UNC Center for Civil <br />Rights, The State of Exclusion Orange County, census reported between 2000 and 2010, <br />the county’s population increased by 15,000 people, but the African American population <br />decreased by almost 400. EMPOWERment is bridging the knowledge gap by educating <br />communities about town and county resources available to them that impacts their <br />community. Based on the Orange County BOCC Goals and Priorities, the EMPOWERment <br />Rental Program addresses with intention “protects, and promotes the well-being of all county <br />residents”. <br /> <br /> 11.
