1 <br /> APPROVED 12/4/23 <br /> MINUTES <br /> ORANGE COUNTY <br /> BOARD OF COMMISSIONERS <br /> BUSINESS MEETING <br /> November 2, 2023 <br /> 7:00 p.m. <br /> The Orange County Board of Commissioners met for a Business Meeting on Thursday, <br /> November 2, 2023, at 7:00 p.m. at the Whitted Human Services Center in Hillsborough, NC. <br /> COUNTY COMMISSIONERS PRESENT: Chair Jamezetta Bedford, Vice-Chair Earl McKee <br /> (arrived at 7:14 p.m.), and Commissioners Amy Fowler (arrived at 7:04 p.m.), Sally Greene, <br /> Jean Hamilton, and Phyllis Portie-Ascott <br /> COUNTY COMMISSIONERS ABSENT: Commissioner Anna Richards <br /> COUNTY ATTORNEYS PRESENT: John Roberts <br /> COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> Travis Myren, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> appropriately below) <br /> Chair Bedford called the meeting to order at 7:00 p.m. All commissioners were present, <br /> except Vice-Chair McKee, Commissioner Richards, and Commissioner Fowler. Chair Bedford <br /> said Commissioner Richards will be absent, but Vice-Chair McKee and Commissioner Fowler are <br /> in route. <br /> 1. Additions or Changes to the Agenda <br /> Chair Bedford read the public charge: <br /> The Board of Commissioners pledges its respect to all present. The Board asks <br /> those attending this meeting to conduct themselves in a respectful, courteous <br /> manner toward each other, county staff and the commissioners.At any time should <br /> a member of the Board or the public fail to observe this charge, the Chair will take <br /> steps to restore order and decorum. Should it become impossible to restore order <br /> and continue the meeting, the Chair will recess the meeting until such time that a <br /> genuine commitment to this public charge is observed. The BOCC asks that all <br /> electronic devices such as cell phones, pagers, and computers should please be <br /> turned off or set to silent/vibrate. Please be kind to everyone. <br /> 2. Public Comments (Limited to One Hour) <br /> a. Matters not on the Printed Agenda <br /> Sarah Wagner said she lives near the proposed solid waste convenience center on <br /> Orange Grove Road, and that she and her neighbors have serious concerns about the proposal. <br /> She listed some of their concerns: the environment, the traffic, the extra lights, the safety of <br /> residents and employees of the center, the nearby school bus stop, the proximity of the center to <br /> residents. She expressed appreciation to the Board for listening to their concerns and visiting the <br /> community. She said that, as far as they know, the proposal is still on the table, and that she and <br /> her neighbors will continue to protest the proposal. She asked the commissioners to not approve <br /> the plan. <br /> b. Matters on the Printed Agenda <br /> (These matters will be considered when the Board addresses that item on the agenda below.) <br /> Commissioner Fowler arrived at 7:04 p.m. <br />
