She said that the gas lobby was ahead <br /> 3 and that they would not be able to do that. She said there are partners and hurdles. <br /> 4 Kristen Cushman said that was mentioned and maybe phase 1 could be implemented <br /> 5 without upsetting lobbyists. <br /> 6 Vice-Chair McKee asked what the relationship is between Orange County and ICLEI. <br /> 7 Kristen Cushman said it is a software tool that can help, but no rules that the county would <br /> 8 be bound by. She said it is a national framework used by the government, but some cities and <br /> 9 counties do not use the framework, but they are setting the best practices. She said it is a tracking <br /> 10 tool but not a rule setting body. <br /> 11 <br /> 12 A motion as made by Commissioner Hamilton, seconded by Commissioner Fowler, to <br /> 13 approve the final Climate Action Plan and GHG Inventory report prepared by Bluestrike <br /> 14 Environmental Consulting. <br /> 15 <br /> 16 VOTE: UNANIMOUS <br /> 17 <br /> 18 Chair Bedford asked if there was a timeline for the committee to be implemented. <br /> 19 Amy Eckberg said that it would start at the beginning of the year. <br /> 20 Commissioner Portie-Ascott said this is a living document and asked how changes will be <br /> 21 documented. <br /> 22 Amy Eckberg said updates will go to the dashboard and they also will update the plan <br /> 23 every 5 years. <br /> 24 Chair Bedford asked if this will be shared with the strategic plan consultants. <br /> 25 Amy Eckberg said yes and that she is a part of that committee. <br /> 26 <br /> 27 7. Reports <br /> 28 a. Orange County Partnership to End Homelessness —2023 Data Update <br /> 29 The Board received an overview of the work of the Partnership, including updated system-level <br /> 30 data about homelessness in Orange County submitted to the United States Department of <br /> 31 Housing and Urban Development (HUD) earlier this year, obstacles, and successes. <br /> 32 <br /> 33 BACKGROUND: The Orange County Partnership to End Homelessness (OCPEH) was created <br /> 34 in 2008 to coordinate funding and activities to end homelessness in Orange County. OCPEH is <br /> 35 jointly funded by Orange County(39.5%)and the Towns of Carrboro(14.3%), Chapel Hill (39.7%), <br /> 36 and Hillsborough (6.5%). <br /> 37 <br /> 38 OCPEH Manager Rachel Waltz will present the updated data and discuss how current data relate <br /> 39 to identified gaps in the homeless service system, including rapid re-housing and street outreach <br /> 40 programs. <br /> 41 <br /> 42 OCPEH Manager Rachel Waltz reviewed the background information for the item and <br /> 43 make the following presentation: <br /> 44 <br /> 45 <br />
