Attachment 3 <br /> 1 <br /> 1 DRAFT MINUTES <br /> 2 ORANGE COUNTY <br /> 3 BOARD OF COMMISSIONERS <br /> 4 BUSINESS MEETING <br /> 5 November 2, 2023 <br /> 6 7:00 p.m. <br /> 7 <br /> 8 The Orange County Board of Commissioners met for a Business Meeting on Thursday, <br /> 9 November 2, 2023, at 7:00 p.m. at the Whitted Human Services Center in Hillsborough, NC. <br /> 10 <br /> 11 COUNTY COMMISSIONERS PRESENT: Chair Jamezetta Bedford, Vice-Chair Earl McKee <br /> 12 (arrived at 7:14 p.m.), and Commissioners Amy Fowler (arrived at 7:04 p.m.), Sally Greene, <br /> 13 Jean Hamilton, and Phyllis Portie-Ascott <br /> 14 COUNTY COMMISSIONERS ABSENT: Commissioner Anna Richards <br /> 15 COUNTY ATTORNEYS PRESENT: John Roberts <br /> 16 COUNTY STAFF PRESENT: County Manager Bonnie Hammersley, Deputy County Manager <br /> 17 Travis Myren, and Clerk to the Board Laura Jensen. (All other staff members will be identified <br /> 18 appropriately below) <br /> 19 <br /> 20 Chair Bedford called the meeting to order at 7:00 p.m. All commissioners were present, <br /> 21 except Vice-Chair McKee, Commissioner Richards, and Commissioner Fowler. Chair Bedford <br /> 22 said Commissioner Richards will be absent, but Vice-Chair McKee and Commissioner Fowler are <br /> 23 in route. <br /> 24 <br /> 25 1. Additions or Changes to the Agenda <br /> 26 Chair Bedford read the public charge: <br /> 27 <br /> 28 The Board of Commissioners pledges its respect to all present. The Board asks <br /> 29 those attending this meeting to conduct themselves in a respectful, courteous <br /> 30 manner toward each other, county staff and the commissioners. At any time should <br /> 31 a member of the Board or the public fail to observe this charge, the Chair will take <br /> 32 steps to restore order and decorum. Should it become impossible to restore order <br /> 33 and continue the meeting, the Chair will recess the meeting until such time that a <br /> 34 genuine commitment to this public charge is observed. The BOCC asks that all <br /> 35 electronic devices such as cell phones, pagers, and computers should please be <br /> 36 turned off or set to silent/vibrate. Please be kind to everyone. <br /> 37 <br /> 38 2. Public Comments (Limited to One Hour) <br /> 39 a. Matters not on the Printed Agenda <br /> 40 Sarah Wagner said she lives near the proposed solid waste convenience center on <br /> 41 Orange Grove Road, and that she and her neighbors have serious concerns about the proposal. <br /> 42 She listed some of their concerns: the environment, the traffic, the extra lights, the safety of <br /> 43 residents and employees of the center, the nearby school bus stop, the proximity of the center to <br /> 44 residents. She expressed appreciation to the Board for listening to their concerns and visiting the <br /> 45 community. She said that, as far as they know, the proposal is still on the table, and that she and <br /> 46 her neighbors will continue to protest the proposal. She asked the commissioners to not approve <br /> 47 the plan. <br /> 48 <br /> 49 b. Matters on the Printed Agenda <br /> 50 (These matters will be considered when the Board addresses that item on the agenda below.) <br /> 51 Commissioner Fowler arrived at 7:04 p.m. <br />
